Water system update -- Tuesday, April 17, 2012
Toad Harbor / Constantia Water District Construction
- Contract No. 1 (Water Mains – NYS Route 49) – Change Order No. 5 (Over/under quantity adjustments) has been sent to North Country Contractors for signature. Upon receipt of the signed Change Order No. 5, recommendation for final payment will be forwarded to the Town Board.
- Contract No. 2 (Water Mains - County, Town & Private Roads) – Guarantee inspections will be conducted in the summer of 2012.
- Contract No. 3 (Tank) – Notice of Substantial Completion was issued March 20, 2012. A guarantee inspection will be conducted in August.
- Contract No. 4 (Pump Station) – LaFleur is working on back-up for a change order to install a bypass line in the pump station. The bypass line will allow OCWA to feed water back toward Central Square instead of dumping water at the tank site in order to ensure adequate turnover in the tank.
Water Service Connections
- To date, 370 people have connected to the water system (278 in the Constantia Water District and 92 in the Toad Harbor Water District). This is up from 359 last month.
“In-District” Extensions
- B&L has received survey, completed a field edit and commenced design of the extensions. It is anticipated that plans and specifications will be submitted to regulatory agencies in May for review and approval.
Proposed Bernhards Bay Water District
- To date, the water committee has collected 118 signatures, which amounts to 42.4% of property owners and 45.6% of assessed value. A petition mailer has been sent to property owners the water committee couldn’t reach.
- The Village of Cleveland authorized the Preliminary Engineering Report (PER) for the potential joint water project at their April 10th Board Meeting.

Proposed Bernhards Bay Water District
- To date, the water committee has collected 118 signatures, which amounts to 42.4% of property owners and 45.6% of assessed value. CCF is working on a mailer, which will be sent to property owners the water committee couldn’t reach.
- The Town received a preliminary funding estimate from the Rural Development on December 16, 2011 and an application meeting was held on January 4, 2012.
- The Town is in discussion with the Village of Cleveland regarding a potential joint water project that would benefit both municipalities. B&L has prepared a proposal to assist the Town and Village with the preparation of a Preliminary Engineering Report (PER) for the potential joint water project.

Toad Harbor / Constantia Water District Construction
- Contract No. 1 (Water Mains – NYS Route 49) – Change Order No. 5 (Over/under quantity adjustments) has been sent to North Country Contractors for signature. Upon receipt of the signed Change Order No. 5, recommendation for final payment will be forwarded to the Town Board.
- Contract No. 2 (Water Mains - County, Town and Private Roads) – Water main leak was observed and repaired on Kibbie Lake Road near the intersection of Route 49. Permanent restoration will be completed as soon as weather permits. Guarantee inspections will be conducted in the summer of 2012.
- Contract No. 3 (Tank) – Caldwell Tanks has forwarded a revised proposal to settle the outstanding additional engineering and inspection charges that resulted from the failure of Caldwell to deliver a serviceable tank on or before the scheduled date of Substantial Completion.
- Contract No. 4 (Pump Station) – LaFleur is scheduling a training session for OCWA personnel on the operation and maintenance of pump station equipment, which is last remaining punch list item.

Toad Harbor / Constantia Water District Construction
- Contract No. 1 (Water Mains – NYS Route 49) is substantially complete. They are onsite working on punch list items (i.e., painting of hydrants and vent pipes).
- Contract No. 2 (Water Mains - County, Town & Private Roads) – Restoration is ongoing.
- Contract No. 3 (Tank) – Tank has been blasted and primed. It is anticipated that tank painting will be completed between August 5th and 19th depending on weather.
- Contract No. 4 (Pump Station) – It is anticipated that pump station start-up will be completed in early August.
Water Service Connections
- The Contract No. 1 water mains (NYS Route 49) and all roads south of NYS Route 49 have been approved for connection by DOH & OCWA.
- Walk-thru of remaining roads (north of NYS Route 49) was completed June 22nd. It is anticipated that these roads will be accepted by OCWA once sample results are received and approved by the County Health Department.
- To date, 123 people have connected to the water system (80 in the Constantia Water District and 43 in the Toad Harbor Water District).
Proposed Bernhards Bay Water District
- Town Board comments on the Map, Plan and Report have been addressed and the report has been finalized.
- After Town Board approval of MPR, petitions can be circulated. Town Board should appoint a water committee to circulate petitions. B&L will provide a fact sheet on the water district and attend a meeting at the Town Hall to train water committee members prior to circulation of petitions.
- Upon receipt of the petition bearing sufficient signatures as set forth in Town Law, the Town Board shall hold a public hearing in accordance with Article 12.

Toad Harbor / Constantia Water District Construction
- Contract No. 1 (Water Mains – NYS Route 49) is substantially complete. It is anticipated that NCC will be onsite to address punch list items in the next few weeks.
- Contract No. 2 (Water Mains - County, Town & Private Roads) – Installation of services and restoration is ongoing. It is anticipated that installation of services will be completed early next week.
- Contract No. 3 (Tank) – Tank painting is expected to begin Monday, June 27th. It is anticipated that the tank will be usable August 23rd.
- Contract No. 4 (Pump Station) –It is anticipated that the electrical contractor will complete wiring next week and start-up & testing will be done in early July.
Water Service Connections
- The Contract No. 1 water mains (NYS Route 49) and all roads south of NYS Route 49 have been approved for connection by DOH & OCWA.
- Walk-thru of remaining roads (north of NYS Route 49) commenced today and will be completed tomorrow. It is anticipated that these roads will be accepted by OCWA this week.
- To date, 73 people have connected to the water system (52 in the Constantia Water District and 21 in the Toad Harbor Water District).
Proposed Bernhards Bay Water District
- Town sent interest surveys for Bernhards Bay and requested response by June 17th. Based on info received from the Town, response rate was 62.8% and of those responding 70.2% were in favor.
- Meeting w/ Village of Cleveland to discuss project, SEQR required after Village’s election.
Water system update -- Tuesday, May 17, 2011
Toad Harbor / Constantia Water District Construction
- Contract No. 2 (Water Mains - County, Town & Private Roads) remobilized to the site Monday May 2, 2011 to receive delivery of 8-inch water main. Water main installation for the last 250 feet of Doris Park Drive was completed. To date, water main installation for Contract No. 2 is 100% complete. Restoration of private roads is ongoing with service installations expected to resume Tuesday May 31, 2011.
- Contract No. 3 (Tank) has completed erection of the 500,000 gallon tank. Painting is expected to begin Monday May 23, 2011.
- Contract No. 4A (Pump Station – General Construction) is currently installing concrete pipe supports and HVAC components. Painting is expected to begin for the process piping Monday May 23, 2011.
- Contract No.4B (Pump Station – Electrical Construction) has completed the installation of electrical conduit from the newly erected utility pole to the pump station building. Installation of the generator is complete and the generator wiring is expected to be completed today.
Water Service Connections
- The Contract No. 1 water mains (NYS Route 49) have been approved for connection. To date, 49 people have connected.
- The Contract No. 2 water mains in Toad Harbor and Adrian Circle have been approved for connection.
- An OCWA walk-through of the roads south of NYS Route 49 was conducted on Monday May 16, 2011. Approval of the water main is expected this week.
- It is anticipated that Contract No. 2 water mains, north of NYS Route 49, will be approved for connection after a walk-through is completed with OCWA.

Toad Harbor / Constantia Water District Construction
- Contract No. 2 (Water Mains - County, Town & Private Roads) plans to remobilize to the site Monday April 25, 2011 to complete installation of water main, services and restoration.
- Contract No. 3 (Tank) is currently erecting the tank.
- Contract No. 4A (Pump Station – General Construction) is currently installing process piping and FRP board inside the pump station.
- Contract No.4B (Pump Station – Electrical Construction) is coordinating with the general contractor to begin work as soon as the associated interior work is completed. It is anticipated that the new pole will be installed on or about the first week of May by National Grid.
Water Service Connections
- The Contract No. 1 water mains (NYS Route 49) have been approved for connection. To date, 39 people have connected.
- It is anticipated that the Contract No. 2 water mains will be approved for connection after a walk-thru is completed with OCWA in May.
Proposed Bernhards Bay Water District
- A Public Information Meeting was held on March 24, 2011 at Cleveland Elementary School.
- The Town Board has indicated that they would like to solicit input from residents within the proposed water district. B&L has provided a letter proposal to assist the Town with the development and mailing of an interest survey as well as compiling results.
- RD has indicated that the initial application will need to be received by June 1, 2011 to be considered for funding in the next fiscal year (October 1, 2011 – September 30, 2012).

Toad Harbor / Constantia Water District Construction
- Contract No. 2 (Water Mains - County, Town & Private Roads) has shut down for the winter. It is anticipated that they will return in early April to complete services and restoration.
- Contract No. 3 (Tank) plans to mobilize erection crew to site on April 4, 2011.
- Contract No. 4A (Pump Station – General Construction) has enclosed the building (i.e., block work, roof, louvers, windows and doors complete with the exception of overhead door, which is boarded up). Their schedule indicates that they will finish interior (i.e., installation of insulation, FRP board, etc.), pour equipment pads for pumps and generator and install monorail hoist this week.

- The Contract No. 1 water mains (NYS Route 49) have been approved for connection. To date, 28 people have connected.
- It is anticipated that the Contract No. 2 water mains will be approved for connection after a walk-thru is completed with OCWA in the Spring.

Approximately 1,600 linear feet along Doris Park Drive and Smith Point Road remaining. Approximately 264 services have been installed (45%).
- Contract No. 3 (Tank) plans to mobilize erection crew to site in mid March.

Toad Harbor / Constantia Water District Construction
- Contract No. 2 (Water Mains - County, Town & Private Roads) has installed approximately 102,800 linear feet of ductile iron water main and appurtenances (95%). Approximately 3,400 linear feet in Doris Park and 1,400 linear feet along Smith Point Road remaining. Approximately 140 services have been installed along private roads (Woodland Drive, Smith Point Road and Doris Park remaining for private roads).

Toad Harbor / Constantia Water District Construction
- Contract No. 1 (Water Mains - NYS Route 49) has completed installation of water main along NYS Route 49 and installed approximately 90% of services.
- Contract No. 2 (Water Mains - County, Town & Private Roads) has installed approximately 50,000 linear feet of ductile iron water main and appurtenances (50%) along Shacksbush Road, Nicholsville Road, Kibbie Lake Road, Redfield Street, Toad Harbor Road and Shaw Road.
- Contract No. 3 (500,000 Gallon Elevated Tank) subcontractors are scheduled to commence construction of foundation next Monday (October 25, 2010).
- Contract No. 4A (Pump Station – General Construction) has commenced block work.

- There are currently 5 outstanding easements including 2 in Constantia and 3 in West Monroe.
Water Service Connections
- A mailing has been sent to all residents within the Constantia and Toad Harbor Water Districts explaining the steps required to connect to the public water system. Mailing included OCWA application card, typical water service and meter installation sketches and water rate schedule. These will also be posted on the Town’s website.
- The first phase of testing (3 miles along NYS Route 49 up to boundary between the Towns) has been approved for connection. These residents may contact OCWA to schedule meter installation after they have returned the application card, installed private portion of water service and had it approved by the Codes Officer.
- It is anticipated that Phase 2 (remainder of NYS Route 49) will be approved for connection within two (2) weeks.

- The Town is currently conducting an interest survey in the Lower Road portion of the proposed Water District. The goal is to review interest survey results at the November Board Meeting and finalize Map, Plan & Report prior to December Board Meeting.

- Contract No. 2 (Water Mains - County, Town & Private Roads) has installed bored highway crossings, drilled creek crossings and 15,000 linear feet of ductile iron water main and appurtenances (14%) along Shacksbush Road, Nicholsville Road and Toad Harbor Road.
- Contract No. 3 (500,000 Gallon Elevated Tank) subcontractors have commenced site work, including installation of water main and electrical service at the tank site. B&L received tank shop drawing and foundation calculations for review last week.
- Contract No. 4A (Pump Station – General Construction) has completed floor slab, installed door jambs today and will start block work tomorrow (weather dependent).
- Contract No. 4B (Pump Station – Electrical Construction) is on hold until pump station building by Contract No. 4A is completed.

Toad Harbor / Constantia Water District Construction
- Contract No. 1 (Water Mains - NYS Route 49) has installed nine (9) out of ten (10) horizontally bored highway crossings, four (4) out of five (5) directionally drilled creek crossings and approximately 33,600 linear feet of ductile iron water main and appurtenances (~68%).
- Contract No. 2 (Water Mains - County, Town & Private Roads) proposed schedule indicates commencement of construction on August 30th.
- Contract No. 3 (500,000 Gallon Elevated Tank) subcontractors have commenced site work, including installation of water main and electrical service at the tank site.
- Contract No. 4A (Pump Station – General Construction) is currently installing floor slab, B&L to inspect rebar tomorrow morning, concrete pour will be scheduled for later this week or early next week.
- Contract No. 4B (Pump Station – Electrical Construction) is working with Contract No. 4A to place conduit in floor slab.

- There are currently 30 outstanding easements including 11 in West Monroe and 19 in Constantia.
Proposed Bernhards Bay Water District
- B&L and Constantia Supervisor had a conference call with USDA RD on August 3, 2010. The estimated funding package for the revised Pre-Eligibility Determination (PED) is $3,774,000 loan and $421,000 grant. The project received 85 priority points, which would not likely be funded in fiscal year 2011 unless other projects drop out. However, the project should receive an additional 15 priority points for category D1 (Project to merge ownership, management and operations of smaller system for more efficient management and economic service) for the Wynn’s trailer park and could receive up to 15 additional discretionary points by providing an asset management plan (sustainability – 5 points), strategic planning (community development – 5 points) or achieving project readiness (environmental complete, District formed – 15 points).
- B&L is awaiting input from the Town Board on proposed District Boundary that was distributed at the last meeting to finalize Map, Plan & Report.

- Notice to Proceed was issued to Contract Nos. 1, 2, 4A & 4B on June 28, 2010. Notice to Proceed was issued to Contract No. 3 on July 7, 2010.
- Contract Nos. 1 & 4A have commenced construction.

Toad Harbor / Constantia Water District Design Development
- Barton & Loguidace continues to progress the waterline design. The first round of water main plan sheets have been completed (89 plan sheets total)
- We have completed our inventory of necessary easements (approximately 320 needed)
- Barton & Loguidace has contacted a real estate appraisal firm and should have initial tank site & booster site appraisals complete within 2-3 weeks

The original plan had a target date of fall 2009 for bidding. However, finalizing district formation and Intermunicipal Agreements took a bit longer than anticipated. Additionally, funding took much longer than anticipated as the Environmental Facilities Corporation (EFC) was short staffed (9-10 month delay). Without funding, we could not proceed with design.
As it stands, funding is in place but the Town of Constantia still haven't received a reimbursement yet for expenses from EFC. Yet the engineers are not holding back on the design.
With an incredible funding package comes some frustrating bureaucracy.
The good news is that pipe prices were sky high last summer which could have jeopardized the project and are back to reality now... Everything is full speed ahead with the bidding to begin this fall.
